Make the Ignore List stored locally only yeah, I wouldn't recommend storing the Friends List locally.. As one thing I forgot to do when I re-formatted my PC a few months ago was backup my Templates, which kinda ticked me off..
Now losing your friends list would seriously annoy me, however the Ignore List isn't really a big of a deal if you lost that..
So yeah..

Only once have I had a bot repeatedly spamming me and all I did was change towns, log out, then log in and he was never heard of again..gg

I gave up ignoring bots... however, I have had two stalkers on GW and a few angry ex guild members that got "el" boot from officers of mine. Another incident in UW got one dude pming me randomly about inappropriate stuff. Although I don't mind getting people banned, the last thing I want to do is screenshot your dumbass comments to me and report you to anet. I would much rather play with mature.
I think I have three people on my ignore list... two stalkers and an nub from UW that swore he was leetsauce (he was another failed attempt at trying to call UB leet).
/signed everyone even though I don't need it.
Server space isn't a problem, you are talking minimal storage for this.

Not just for bots..
I dont have any bots on my ignore but its still full.
problem is that alot of people have multiple accounts and they have absolutely no lives so they pm on you every account so you have to ignore that one too.
I had someone pm me from 5 different accounts just because he talked trash before a match and got owned and I told him next time dont talk trash.
So everyday I took him off ignore to free it up and there he is again.
So I have 5 names alone from 1 person on perma ignore.
another 10 slots would be great.
I would even settle for 5 slots and 5 temp slots.
